U.S. Finalizes Car-Mileage Rules

WASHINGTON—The Obama administration finalized new rules for automobiles designed to drastically cut gasoline consumption and greenhouse-gas emissions.
But the rules will carry significant costs for car companies and consumers, raising the average price of a new car by nearly $1,000 by the middle of the decade, according to government estimates.
In setting stringent new targets for auto fuel economy and greenhouse-gas emissions, the White House aims to have all new cars on U.S. roads average 35.5 miles per gallon by 2016, up from a current 26.4 mpg. The new rules accelerate a transition that Congress mandated two and a half years ago.
Administration officials said the rules, first proposed in the fall and covering vehicles starting in model year 2012, are a key component of President Barack Obama's environmental agenda and will spur "green" car technologies such as plug-in electric vehicles.
