New York,
when federal aid is included, spends $75 billion a year on its
health-insurance programs, by far the most of any state in the country.
It's the largest part of the state budget, when federal aid is included.
New
York's programs are mainly Medicaid, Child Health Plus and the
Essential Plan, which is available for people who can't get Medicaid but
are still income eligible for assistance.
Medicaid alone covers an average of 6.2 million people a month, up 46 percent over the past decade, DiNapoli said.
